Congdon Mill is an apartment community located at 13 1/2 Van Houten Street offering affordable housing to qualifying Paterson residents. It is a joint venture of NJCDC and Longstreet Development.

Opened in 2010, Congdon Mill Apartments were developed and are operated utilizing the Low Income Housing Tax Credit (LIHTC) federal housing program to make rent affordable to lower income tenants.

NJCDC is the social services provider for Congdon Mill and offers on-site services, including workshops on topics ranging from financial literacy to nutrition. Congdon Mill also houses the headquarters of the Paterson Financial Empowerment Center.

NJCDC is pleased to be able to offer 66 units of much-needed affordable housing along with social services at Congdon Mill.
